Enerliance CEO Pitches Projects to U.S. Department of Defense

Washington, D.C., Nov 15, 2012 ( via COMTEX) -- Enerliance Inc. of Anaheim, Calif., is a finalist in a global competition conducted by the Department of Defense, seeking to demonstrate the capabilities of its patent-protected Load Based Optimization System (LOBOS) for large-scale air conditioning systems.

LOBOS utilizes technology that can operate in concert with the smart grid to deliver energy savings, automated demand response capability, reduced maintenance expenditures, and improved occupant comfort.

The proposal team, led by Scot Duncan, P.E., Enerliance founder and CEO, in partnership with Dahtzen Chu of the U.S. Army Corps of Engineers Construction Engineering Research Laboratory (CERL) and Trane, Inc., has submitted two proposals to the Department of Defense under its Environmental Security Technology Certification Program (ESTCP). Both have made the final round of a rigorous three-step competition.

The ESTCP was established by the Department of Defense 1995 to identify and promote promising, innovative and cost-effective technologies designed to reduce the department's energy usage costs that run about $4 billion a year to power over 300,000 buildings.

"It's common to hear complaints about government waste or inefficiency, so it's important to recognize and applaud productive efforts when they occur," said Scot Duncan, who made a formal presentation to the DoD in Washington, D.C., in September. "The ESTCP program is an example of the government and military actively working to come up with innovative ways to improve military and federal facilities while simultaneously saving taxpayer money." Winning proposals are expected to be announced in January 2013.

"Whether or not we are awarded a project, it is an honor for both of our entries to have made it to the final round. The interview process was a great experience and, while it is clear that the judges have a very tough job, it was obvious that they had really done their homework," noted Duncan.

The team's first proposal is to install fully automated LOBOS Energy Efficiency systems at Tinker Air Force Base, Okla., and Ft. Bragg, N.C. The demonstration projects are expected to validate that 30 percent to 50 percent energy savings are achievable across a wide range of DoD facility types, a necessary step prior to deploying the technology at DoD facilities around the globe and the first step toward realizing the potential to save taxpayers $1.3 billion in operating costs over a 20-year period.

The proposal team exemplifies the potential for commercial and government collaboration to accelerate innovation.

As an HVAC equipment manufacturer, this is an exciting opportunity to demonstrate how great equipment combined with intelligent building controls can benefit facilities." A LOBOS-based chiller plant upgrade at Naval Base Point Loma in San Diego has reduced energy consumption in excess of 60 percent since it was installed in 2010. Now, Enerliance is hoping to demonstrate its system in hot and humid climates where most Department of Defense installations are located.

The second proposal involves installing the patent-protected High Efficiency Dehumidification System (HEDS). The HEDS system was developed in response to an Army Corps of Engineers request for a solution that not only saves energy but also reduces undesirable biological growth and the costly remediation work that occurs when air conditioning systems are incapable of controlling relative humidity.

The HEDS demonstration is expected to validate the potential for $2 billion in additional cost reductions over a 20-year period.

The proposed projects would begin in March 2013 and run for 30 months including measurement and verification.

"Both projects are designed to reduce energy waste and improve comfort, productivity and the health situation of our fighting men and women and their support staff," Duncan said.
